Road safety management is a complex process that requires the coordinated performance of all road safety(RS) stakeholders at the national and local level. The common goal of all RS stakeholders is to bring the state of affairscloser to the defined state of the national strategic framework. The main channel of coordination between the national and local levels has been transposed within the competence Traffic Safety Agency of the Republika Srpska in accordance with United Nations recommendations, while communication with other RS stakeholders takes place within their
individual competencies. The level of communication between different levels of road safety depends mostly on the RS capacity of local self-government units (LSG). LSG stakeholders should ensure efficient and safe movement of citizens with a view to developing sustainable urban mobility. In order to achieve the best results, it is necessary to strengthen the road safety capacities. The first step in strengthening the capacity of LSG is to strengthen the road safety profession. When the profession level is raised to a satisfactory level, then strategies, action plans and the realization of short-term
or long-term goals for improving road safety can be started. Then, the first and true results can be expected only when the profession ties decision-makers to how important the traffic safety problem is. This paper deals with research and analysis of capacities of local self-government units in the area of road safety, with reference to strategic documents and action plans, legal and subordinate regulations, the road safety fund, capacity building of employees, A comparative analysis covered 64 local self-government units in Republika Srpska, and the period of analysis covers 2017. The results
showed the level of RS capacity and key recommendations for development and strengthening of these capacities.
